No, not all laws regulating sexuality are religiously motivated. They are often motivate by society's mores and taboos which may change over time.

I was on the local Board of Directors and also the International Audit Committee of the Nonviolent Peaceforce. They had a tag line that said, "What to say 'Yes' to when you say 'No' to war".
